What changes are coming to ProQuest/Coutts?
ProQuest, part of Clarivate, is making significant changes to its books business, impacting Ebook Central, OASIS, and Rialto. While Ebook Central and Rialto will continue operating, there will be a shift away from perpetual ebook purchases and print book sales.
Key Changes
- Ebook Sales Ending
- Ebook Central will only offer ebook subscriptions, not outright purchases.
- Previously purchased ebooks remain accessible.
- Print Book Sales Ending
- Rialto and OASIS will stop selling print books (including standing orders) entirely.
- OASIS Closure
- The OASIS marketplace will no longer exist.
- Rialto
- Rialto will no longer offer Ebook Central one-time purchases or print book purchases.
- Rialto will no longer support Ebook Central and Taylor & Francis evidence-based acquisition (EBA).
- Rialto will continue to support publisher-direct ebook purchases for other platforms like EBSCOhost.
- Rialto will continue to support EBSCO and JSTOR demand-driven acquisition (DDA).
- Deposit Accounts
- New deposit accounts will not be accepted, and existing funds must be used before June 30, 2026. Refunds may be requested.
- Any remaining funds can be applied to another Clarivate product or service. If your institution’s invoice payments are up to date, you may also request a cash refund.
Key Dates

- Last day to purchase ebooks via LibCentral, Rialto, OASIS, agents and distributors. This includes:
- Single-title perpetual access
- Upgrades to increase simultaneous users
- Short Term Loans (STO)
- Access to Own (ATO)
- Demand-driven acquisition (DDA)
- Evidence-based acquisition (EBA)
- Extended Access
- Last day to purchase print books. This includes:
- Print books in Rialto or OASIS
- Print standing orders
- Last day that returns will be accepted
- Last day for all purchases via OASIS.
- Last day to apply existing deposit funds toward ProQuest purchases. Contact csacademic@proquest.com for assistance.
- Last day to purchase ebooks via LibCentral, Rialto, OASIS, agents and distributors. This includes:
- July 15, 2026
- Last shipment date for print books.
- Date Unknown 2026
- Last day to cancel print orders.
- Any open orders for out-of-stock or backordered titles will be automatically cancelled.
Action Items for Libraries
- Export Lists
- Download holdings reports from Ebook Central, OASIS, and Rialto before closures.

- OASIS
- Navigate to Orders > Search All Orders and Invoices. Deselect the boxes for fulfilled and cancelled, leaving only the box for open orders checked. If desired, you can choose to limit your report by firm orders, approval orders, or the individual account (for example, an ebook platform account), or even narrowing down to individual fund or location codes. The results will appear on screen. Choose the download icon to select fields and export to Excel.
- Rialto
- Navigate to Market > Order History. When the page loads, selecting "Order Placed" will filter the page to all unfilled, open orders. You can then further refine the results by format, platform, fund, rush requested, requestor, interested user, and more. When you are satisfied with the display, select the export icon in the upper right corner, and your report will be downloaded as an Excel file.
- Assess Approval & DDA Plans
- Transition approval and DDA plans to new suppliers.
- Plan for EBA/DDA Closures
- Ensure final selections are made before end dates.
- Review Funding Options
- Coordinate remaining deposit balances before key deadlines.
- Review Turnaways
- Analyze list of Ebook Central turnaways to determine whether to upgrade owned titles or purchase new titles.
